long as the present hostilities continue

in the Far East, permission could not be

granted for the export of completed

aircraft from such a factory in Hong Kong

either to China or Japan.

The subsequent application submitted

to you on behalf of the proposed "China

Aircraft Company Limited" was regarded by

His Majesty's Government in a similar light,

and you were so informed in my secret

telegram No. 199 of the 10th of October.

It was, however, explained to you that if

the promoters of such schenes would be

prepared to consider the establishment of

their proposed enterprises in Burma rather

than in Hong Kong, the same objections

would not need to be applied to the export

of completed aircraft to China and Japan.

I should add that the aircraft if assembled

could not, if a state of war existed,

properly be exported to a belligerent

except in a condition such that they could

not while in transit be used for belligerent

purposes.
